This article examines the impact of the Nigerian Local Content Act on petroleum industry human capital development
and the role of local Training Institutes could play in the effective implementation of the Act. Although,the main objective
of the Act is to provide the legal foundation for the domestication of certain engineering and technological projects,
fabrication and construction, thereby training local nationals and enhancing the transfer of technology; it also provides the framework for rapid transformation of the industry human capacity development, and it challenges local training institutions to greater roles in the effective implementation of the human capital development policy envisaged by the act.
